Can't get Contacts into WAB; No Tools-Services

I moved my OL2000 data to a new Vista PC.  First I couldn't find WAB and I
got a tip to add the path to the PATH variable.
Now my Contacts info is in Contacts but not in WAB.  Recommendations say to
go to Tools->Services, but there is no Services under the Tools menu (even
expanded).  Tried repairing and reinstalling but no change.  
Contacts-Properties-OutlookAddressBook has Contacts checked (and grayed) and
the name of the address book is Contacts.
1.  How do I get Services to show up in the Tools menu? (With success here I
can handle 2.)
2.  Failing that, is there a way to get the WAB pointed at the Contacts
folder?

You are using the IMO mode of Outlook 2000. It has been well documented here
that you cannot run that version on Vista and use the address book service.
