However, there is another wrinkle you don't state. Outlook 2000 comes in two modes: Internet Mail Only and Corporate/Workgroup. In the former, your Contacts folder may not be where your contacts are kept, since it usually uses the Windows Address Book for its contacts. Click Help>About on Outlook's menu and state which mode you're using.
