Contacts Folders

I have updated to Outlook from OE6.  In OE6, I created folders and put
names/email addresses in each.  When I wanted to send an email, I clicked
"TO:" and these folders appeared and I could select names from each folder.  
Can I create these folders in Outlook?  And here's the dumb question: is
there a difference between an address book and Contacts?

Outlook is in no way related to Outlook Express.
You can easily create folders in Outlook if you are willing to follow these
complicated instructions:
File > New > Folder.
Any Folder you create will appear in the address book view as long as you
enable it as an email address book in its properties.

Great.  I can then right click on individual contacts and drag/copy them to
the folders.  But is "address book" different than "contacts", or just
different names for the same?

Outlook Express uses the Windows Address Book. Outlook does not use an
address book. It uses Contacts Folders. So you would import OE's Address
Book into your Outlook Contact Folders.
