saving contacts problem

After filling in a new contact or copying from an email I get the message:-

'Could not complete the operation. One or more parameters are missing.'

Can anyone help please?

No. There are countless causes for this error message and you provided no
information as to what might be the cause in your case. Search the Knowledge
Base for the circumstance that matches your version and the steps you used
to create the problem.

The problem arose after I changed to Broadband and deleted my previous e-mail
accounts. I have tried saving my .pst file and deleting Outlook and then
reinstalling it but it does not come up as an 'empty' program, it
automatically restores the .pst info and I have the same problem. I notice
also that it will not import or export.

We still know nothing. We have no idea what you did. "Deleting" an email
account would not cause this problem, so there is clearly a great deal you
are leaving out. At the very least, you should repair your Outlook data file
and create a new Outlook profile from scratch. That should undo most of the
damage.
