There is copious amounts of documentation saying that it is possible to
achieve this, but nothing I have found gives a step by step explanation HOW.
I read everything I could find about sharing contact/distribution lists and
have come here as a last ditch effort. I wasn't saying Microsoft was the
enemy by any means, I was simply expressing my suprise that it is not more
well-documented.
Thank you for the tips, however the "Outlook Address Book" tab is not
available for the shared lists (which are listed under "Other Contacts"),
only the lists under "My Contacts." I will try to look more into Public
Folders, however I don't believe I have permissions to create new public
folders.

I don't know where the items you mention including "Other Contacts", "My
Contacts" or "Contacts Tab" are located. These are not standard references
to Outlook items - please provide more details.
