Outlook 2007 contact as default when connected to exchange server

I don't know if my first post went, so I will try again.
I have several exchange client that would like to be able to have the
outlook contacts list to come up as the default listing when they select the
TO button in a new message. Is this possible?

Certainly.
Open the Address Book view > Tools > Options > Show this address list first
