Outlook doesn't have an "address book". The Outlook Address Book is a
service that displays those entries in your Contacts folder that have
electronic addresses. Unless you have some kind of backend server, no one
will be able to see your Contacts. Here are some suggestions:

Creating a public Contacts folder should work.
