Adding contacts to a network

I am trying to add all my contacts and vendors into my address book, we are
on a our own network here and I need to know how can I make my address book
to where everyone can view it?

Outlook doesn't have an "address book".  The Outlook Address Book is a
service that displays those entries in your Contacts folder that have
electronic addresses.  Unless you have some kind of backend server, no one
will be able to see your Contacts.  Here are some suggestions:

What about if it is placed in a Public Folder?

Creating a public Contacts folder should work.
