Globally changing tel nos to +44 (cananonical format)

I am on a network and have no modem.  My telephones have just been connected
to Outlook to dial out, but without putting +44 in front of the numbers, I
cannot dial out, because my system also needs a 9 in front of the numbers.  
How do I globally change all my telephone numbers in Outlook (I have around
7000) at once to either having +44 in front of them, or 9 in front of them?  
The option to put +44 in front of them all at once under 'new call' is greyed
out becuase I have no modem.

You don't need a modem, but you do have to set the Windows dialing
properties correctly in order for Outlook to format the numbers in conanical
format.
