Name that appears in 'to' box of email

When I send an email, why does the contact's 'full name' appear in the 'to'
box, rather than the 'display as' name (which appears in 'Contacts'
underneath the email address) which would seem more logical?

Not enough information for us to answer. The answer depends on your Outlook
version, the version in which the Contact was created, how you are selecting
the recipient, and what exists in the autocompletion cache.
