Windows Dialling Properties

I am trying to change all my contact telephone numbers to Canonical Format,
however, I do not know how to set the windows dialling properties.  I have
put 44 in for the area code and 9 in for the prefix, which is required.  I am
using XP Home Edition.  Do I need to set the Dialling Properties somewhere
other than in Outlook:Actions:Call Contact:New Call: DIalling Properties:Edit?

Not an Outlook question. Use Control Panel > Phone and modems...
