Contact list disappeared?

I have a user, that when he goes to the regular section of
contacts, his list is there, but when he goes to the
Lists, and he selects ALL Contacts there is nothing
there.  Why does this happen, and how do I fix it?  Also
this user would like to create a new list is this
possible? And how do I do it?

I'm having trouble understanding your terms. Please define:
"regular section of Contacts"
"the Lists"
Please include your Outlook version. I'm not sure you're even using Outlook.
