Microsoft Office outlook does not recognize "group"

We use outlook 2003 all users except for members of the administrator group
gets this error message when sending e-mail to a personal distribution list.
How can I fix this so all users can use personal distribution list?

In Outlook, "group" and "distribution list" are unrelated.  State exactly
what the people are doing when they receive the message and include the
exact text of  the message.

The user selects the Distribution list that they want to send to and as soon
as they hit the send button a window opens called "Check Names" inside the
window it has
Microsoft Office outlook does not recognize "group"   (Group is the name of
the Distribution list) Select the address to use. If they hit Show More Names
button they see the Global Address List but do not see any of their personal
contacts.

Do they have their Contacts folder enabled as an address book?  If they
click the "Show names from the" drop-down, can they slide down (or up) and
see "Contacts"?
