A particular group of people including myself have been sent an e-mail. I
want to make my own contact group with the same people. Is there a way I can
have Outlook create new contacts from a list of e-mail address in the To:
field?

Unclear what you mean by "group." You can create a Distribution List from a
list of email addresses:

Creating individual Contact Records from the list would require third party
software.
