I've tried and when I click on dailing properties, I receive an error that says
"Unable to complete an operation requested by automatic phone dialer, please
make sure your modem, phone, and phone line are properly configured."

I've tried that as well and get the following error;
"Phone and modem control panel can not be opened. You may have a problem
starting telephony service."

I am having the exact same problem. Have you found a way to fix it yet.

May have found our problem... I found this online...
1. Click Start, click Run, type services.msc in the Open box, and then click
OK.
2. Double-click Telephony.
3. On the General tab, click Manual in the Startup type box, and then click
OK.
4. Restart the computer.
