Outlook 2003, Contact Format

I would like the listing in the Address Book to read LAST NAME, FIRST NAME.  
When entering the new contact information, I enter it in that format
everywhere, but sometimes it still insists on being listed First Name Last
Name.  Any clue what might have triggered the wrong listing?  In addition, in
those situations when it is listed First Last, how can I change it to LAST,
FIRST?

Then go ahead and choose that format.  Tools>E-mail Accounts>View or change
existing directories or address books>Next.  Select Outlook Address Book.
Click Change.  Set the sort order.  Click Finish.  Stop and restart Outlook.
