how do I UNBLOCK an e.mail address in Microsof Outlook?

I cannot access LAYOUT in order to get to CONTACTS so that didn't help. I
cannot access OPTIONS via TOOLS so that didn't help. Can't find Privacy tab
or MY BLOCK List. NOTHING I'VE TRIED WORKS.

Nothing you've posted makes any sense. Start with an accurate and complete
description of your problem using standard, accepted newsgroup posting

None of those are outlook menus - so first, verify the version of outlook in
Help, About. Then tell us what happened when you tried.
