Can't Dial From Outlook 2007 Contact List

My PC is connected via a Nortel CTA 100 modem to my Nortel digital tel
switch.  Using either the Nortel software or Windows dialer I can both make
and accept calls from the desktop.  The problem is that when I try to dial
using the function in my Outlook contact list the function does not work.  
When I click on Start Call a dialog box comes up which says "An internal
error occurred in the automatic phone dialer.  Close the Dial Phone dialog
box, and then open it again."

I have tried all types of setting changes but no luck.  Suggestions are very
welcome.

Not an Outlook function. Outlook simply calls the Windows Dialer.
