Hiding distribution list names

When I send a message to a distribution list all the
list's names are displayed in the To: field in every
recipients header.
How can I hide the names and just have a list name
displayed in the To: field instead.
Displaying all the names may contravene data protection
laws!

That's why they made the BCC field.
