I just posted this but I'll reply directly to you also.
Solution- Importing Contacts from MAC Outlook Express to Windows XP Outlook 2002
Ok, I figured it out; (I’m on a G3 MAC using Outlook Express transferring contacts to Dell Windows XP using Outlook)
On the MAC;
#1 export from Outlook Express Contacts list, under file menu
#2 transfer files to Windows computer
On Windows platform;
#3 open Excel, open file from MAC Outlook Express- when opening select-
Delimited-
Tab-
Column Data Format General
#4 once open delete any empty columns, make sure the proper heading is above each entry- First Name, Last Name, e-mail etc.
#5 Save As- .csv (comma delimited) (*.csv)
#6 Open Outlook, under File menu- Import from another Program or File, comma separated value .csv, follow the other personal options and click – Map Custom Fields and make sure to link appropriate fields correctly;
It worked for me already five times!!- I wonder why outlook itself gives such bad advice.

From experience it is much easier to import Access rather than Excel files
