how to select email addresses from address book

I would like to type in a few letters of the last name of
a contact and have outlook fill in the email address.

Currently, I must type in the first few letters of the
email address.  

Is there any way to change this?

Also is there anyway to make a short cut to the address
book that I can place on my desketop?

For most of us, either works just fine. Whether it works for you or not
depends on your Outlook version, how your display names are configured, and
how completely you've populated your autocompletion cache--none of which you
mentioned.

And I'm not sure how to check the autocompletion cache.

Well I suspect you haven't sent enough email to have populated your
autocompletion cache very completely. Autocompletion does not use your
Contacts data. If you get impatient, try using autoresolution instead of
autocompletion. It uses your Contacts data.

Automatic Name Checking. It uses your Contacts Data instead of the
autocompletion cache. You'd need to turn off autocompletion then ("Suggest
Names").
