Can't change address book order

Using Outlook 2003

I want to change the address book order.  I try what I have read here
going to tools >email accounts etc...I encounter the following.

When I go to

Tools > E-mail accounts > View or change existing directories or
address books

A box pops up and says " The specified account was not found.  It may
have been deleted"

So I back up and go to

Tools > E-mail accounts >Add a new directory or address book>
Additonal address books> Outlook address book

It says "The account or directory already exists and cannot be
specified twice"

That's not where you change the address book order. Try Tools | Address
Book, then Tools | Options.
