I am unable, recently, to link out of messages received in
Outlook Express. What settings should I look at to restore
this facility? It was working fine.

Start a NEW E-mail.  Click in the message pane, then Go
to Tools>AutoCorrect Options...>AutoFormat as You Type.  
Check the box Internet and Network Paths with Hyperlinks.

It's another stupid way Outlook does things, but you
can't seem to access this from the Tools/Options menu
unless it's in a open message.  Then it applies to all
messages after that.  Like I said, stupid.
