I'm not sure why I'm set up to use outlook express when
most of the features I need are in outlook.

So can I use outlook express as a backup of the contacts
in outlook.  And is there a written procedure to follow..

No good reason to do so. They do not use the same file format.
Just backup your Outlook data.
