State more clearly what you did and what you now want to do. Include Outlook
version. None of your post makes sense to me. You left out too many details.

open the folder and drag the contacts to the folder you want them in.
to assign categories before moving them, add a category to one contact and
choose the group by category view. Drag the contacts the that category.
