Outlook Contacts Address Book

The only directory I can seem to access when I open
Outlook is "Personal Phone Book". I cannot seem to
open "Contacts" where my addresses are.

Post your version and the steps you are using.
I've never seen a "Personal Phone Book" in Outlook.
