Sharing contacts without exchange server

I have 10 PCs with Outlook 2003 and 5 PCs with Outlook XP. I need to share contacts and assignments, or possibly view the assignments and calendars of other subordinates. Can this be set without Exchange Server
I also need to gain access to the (general) contact together with the list of all the e-mails from all the users

Nothing is built into Outlook 2002 or 2003 for peer-to-peer sharing, except
for Internet free/busy times. See
