It's the default setup in this case:
There is the Microsoft Exchange Server,
Outlook Address Book,
followed by personal data files (the user's .pdf files)

The user here uses his contact list as an alternative to
the global address book. With over 180,000 names in the
global address book, users here prefer to keep the most
used addresses in a contact list (under Contacts). The
problem is that when this user attempts to either add a
new name or update the address for an existing contact, he
is getting this error message.
The reason he's trying to update the contacts list is
because of security token issues. We have security tokens
installed for every user (company-wide requirement for
proprietary data) and when a user has his/her token
renewed/updated/replaced, the contact listing has to be
updated as well. Otherwise the user gets an error stating
that encrypted email cannot be sent to that particular
user.
What we're trying to understand is why this error is
occurring, and how we can correct it short of deleting all
of the contacts in the user's Outlook Address Book and
rebuilding it. The user has several hundred contacts
already in place, and does not want to hear that he has to
rebuild it in order to solve this problem.

PDF files are not Outlook files.

That should be .pst files for the personal folders.
So once again, I'll explain:
We have a user who is attempting to save contacts. When
he attempts to do so (either adding a new contact or
saving revised information on one that is already present)
he is getting an error saying that the name could not be
added to the personal address book. The user only has the
Exchange Service, Outlook Address Book (where the contacts
are saved) and personal storage folders. This is under
Outlook 2000 on a Win2k Professional system. What little
information that is available for this error on the
Microsoft TechNet and support site points towards OL97,
but not for OL2000. This problem is very annoying for the
user, and we are looking for either a cause for this error
or a way to fix the problem with either the contacts list
in the Outlook Address Book or Outlook itself.
