Contacts and Personal Address Book

My contacts do not appear in my personal address book.  
Outlook XP Pro

I have R click on contacts > properties > Outlook address
book tab  "Show this folder as email address book is not
highlighted, thus I cannot click on it.

And in address book only "Personal Address Book"
appears.  When go to Tools . Options in Address Book,
Personal address book is all that appears in both Show
this address list first and Keep personal address in.  
Likewise when I click on add only personal address book
appears The path to the address book is:  "C:\Documents
and Settings\Jim\Local Settings\Application
Data\Microsoft\Outlook\mailbox.PAB" for what that is
worth.

Recently, I created a new account on the machine (to
solve a problem or so I thought).  This was not a problem
with the old account (titled simply "Administrator").

Outlook has not used the Personal Address Book Service for years.
Remove it.
Add the Outlook Address Book Service. Then you will be able to select the
"show as an email address book" option. Restart Outlook after that.
