I have created a new contacts folder, but when i create a
new email message i do not have the new contacts folder
as an option to pull a person/email address from. how do
i add my newly created contacts folder to the drop down
menu?

Enable the folder as an email address book in its properties.
If you have more questions, at the very least post your Outlook version to
get us started. It's very difficult to read your mind.
