Copy categories from one user to another

Is there a possiblity to copy categories (used in my
contacts) to an other user? Now, we all make our own list
but we want everyone to have the same list.

Categories are stored in the registry.

Yes it is, by various means including exporting and importing registry keys
using regedit. The easiest way is to go to www.olcat.com, where there's a
progam designed to make this very easy.
