When sending an email and selecting the 'To' button brings up the list of
Contacts who have an email address and/or a fax number (Outlook XP).

Is there an area within Outlook where I can restrict it so this list only
displays those with an email address?  We do not have an Exchange Server and
are therefore not utilising the faxing ability of Outlook/Exchange.

Any advice appreciated.

The standard behavior for the Outlook Address book is to display all
electronic addresses (both fax and e-mail). That behavior cannot be changed.
The only way to prevent the display of fax numbers is to store them in a
different field or to disguise them (e.g., precede them with an alpha
character) so that Outlook won't recognize them as phone numbers.
There are also a number of utilities available that can do this for you
automatically. Some are listed here:

Thanks for that info...sounds altogether too hard, so I'll put up with the
program as it currently stands.
