Export Contacts - Select Folder Window Empty

Using Outlook 2003:

I am trying to export some contacts to Excel.  I go to File/Import and
Export/Outlook/Export to a file/Microsoft Excel and the "Select Folder
to Export From" window appears.  However, it is totally empty, blank,
nothing there to navigate to the correct folder.

What am I doing wrong?

That translator is not installed by default. Have you installed it?

Now you lost me. What do the file type and folder tree have to do with one
another? Which is blank?
Has the export Wizard ever worked in this installation? Have you run Detect
and Repair?

Your first reply said "that translator" possibly not being installed,
but you didn't say what you were referring to by "that" which could
only properly mean you were referring to my mention of Microsoft Excel
(or possibly a "general" Translator Utility but I would have thought
you would have said "The Translator" in that case.)  Also I note that
several file types are listed under Export, and for all I know each
file type could have its own "translator." That's why I said that it
didn't matter which file type I selected to Export to, because the
folder tree does not appear in any of them. It is not specific to
Excel ("that translator" comment.)

Now if I misunderstood what you meant please correct me.

As for any "translator", yes, the Microsoft Office Outlook/Importers
and Exporters are installed. If the translator you refer to is located
elsewhere on the Office 2003 CD, please let me know.

Detect and Repair ran successfully and nothing changed. The folder
window is still empty. File types are listed under Export to a file,
but regardless of which type I choose, the following folder tree
window is blank.

As an addendum, in case it matters, I've also found this out:

I am running XP Home.  I have two identical sets of Personal Folders.
They seem to be synchronized perfectly so that when a message comes
in, it appears in each set's Inbox.

If I right click on either, "Close" is grayed out.  If I click on
Properties, then Advanced, I get "The Operation Failed. An Object
Could Not Be Found."

I have no idea if this is related to the other problem, but it
obviously isn't correct.

Aha. Now we're getting somewhere. You have a ghost (invalid) PST file in
your profile, and the Export Wizard is hooking into the ghost for the
transfer.
How did you create this profile and its PST file?
The quickest solution is to create a new profile from scratch. Before you
do, make sure you not the name and location of your current default PST file
(the one that contains all the data) and configure the new profile to use
that PST as its information store.

Sorry for the delay in replying.

I've done a little more investigating based on what you said.  This
might be the cause/answer, but I don't know how to fix it.  This
machine, running XP Home, first was set up with one user named Joe.
Outlook was installed and working fine.  The the computer techies came
in and decided to change the users name, so they set up a new user
named Joseph, and attempted to do some transfer of the .pst file to
Joseph.  But it seems that this wasn't done correctly because there is
no outlook.pst file and only this joseph.pst file which is ghosted.  I
tried to open Outlook under the Joe user but it said "no outlook.pst
file found".

I'd be happy to reinstall Outlook if I could be sure I wasn't going to
lose any messages, but since I can't get this export to work I don't
know how to make a backup, or how to get them back into a new install
of Outlook.

Do you know how to create a new Outlook Profile? That will be the easiest
way to fix this. Make sure you note the name and location of this PST file.
Then create a new Outlook profile using that PST file as its default.
