It would be nice if you included your Outlook version and fax software. We
cannot read minds.
Most Microsoft Fax Services will not process dialing rules unless the phone
number to which you are sending the fax is in "international format."
Details on how to use international format to invoke dialing rules are

we are using a outlook 2000 and 2002. The fax software is called faxmaker.
Are phone numbers are in international format. The issue is the system does
not recognize what is a local call and try to call the number as long
distance.

Time to check with faxmaker, then. I gave you the answer for Microsoft Fax
Services. We would not have any information on third party software.
