Dupilcate Contact not replacing

I have a small office that is running Exchange 2000 and Outlook 2000 and
2002.  I have the public contact list e-mail all recipients the any new or
updated contacts so they can add them to their personal folder.  When they
go to save the contact (if it exists already) It creates a duplicate
contact.  I have check the option to replace duplicate contacts and it does
not seem to work.  I also have the most recent SP install for OUTLOOK.  This
has been an ongoing issue for a few months and I really need some help
addressing the issue.  Please help.  Thank you.

I have found the Outlook duplicate checker inherently unreliable - so I
don't use it.

May be you should think about just maintaining the Public Folder contact
list and have every one use that - and not their personal contacts folder.
