Auto Format While Inputting Phone Numbers

Since reformatting my hard drive and reinstalling Office XP, the auto formatting has gone away when I input phone numbers on Contacts.  I used to only have to type in the 10 numbers (a/c & phone nubers) and once I clicked onto another field the phone number I had just input would be displayed with the correct formatting.  Now I have to do it manually.  Does anyone know how to fix it back to the other way?

As an example, I used to type 2814965000 and it would automatically format to (281) 496-5000.

Once your dialing location is set correctly, the numbers will autoformat.

Even with dialing location is set correctly, the numbers will autoformat wrong. Eg. dialing location is set to Norway the formating is set to +47 XXXXXXXX, however the standard is +47 XX XX XX XX.
