I have a user with maore than 6500 contacts in Outlook
2002.  Does that exceed any known limits?  She is using
Outlook in a stand-alone mode with no Exchange server.

Not even close. By default, you can have on the order of 16,000 items per
folder, and 16,000
subfolders per folder. With large table support you can have 4 times that
much.
