Recovering addresses from Address Book Files (XP)

I have recently wiped my computer and installed Outlook
2003. (I used to use Outlook 2000).
I had saved the "Address Book File" that was in
the 'Address Book' folder in 'Application Data'. There
was also a "WA~" file. I imported the pst. files and got
all my past messages back but was unable to find my
contacts addresses.
Can the addresses be recovered from the Address Book File
or the WA~ file? If so, how?

No. Outlook does not use a separate address book file. All Outlook data,
Contacts included, is in the PST file.

I have recovered a few from specific emails I had saved but not too many

Clarify, please.
You said you had your PST files because you imported messages from them.
If, indeed, you meant what you said, then you have your Contact data as
well.
If you do not have your PST files, then you are out of luck.
