I would like all users to see the Global Address List as both an address
book and contact folder.  Is that possible?

No. There's no built-in mechanism for keeping a contacts folder built from
GAL entries updated.

What about synchonizing or linking an Address list (or GAL) with a public
folder?

No means no. Nothing like this is built-in, although someone might have
built a third-party tool to synchronize.
