Can't get contacts in email address lists - 2003

When we are typing a new message and click on 'To:' the
drop down for address lists does not include 'Contacts'.
When we go to the properties for the 'Contacts' folder and
select the 'Outlook Address Book' tab all options are
greyed out. My question is: What needs to be done to make
the option 'Show this folder as an email Address Book' on
this tab available?
Any ideas would be helpful,
