I have tried to delete empty Outlook folders under Contacts. I have deleted
these empty folders by going to Tools/ E-mail Accounts/Directory/ View or
change existing directory accounts. When I got to my Address Book I get an
empty screen with a drop dowm list. The displayed name is Outlook Address
Book. When I click on the list it contains my active folders and those that
are empty that I had tried to delete.

How can I delete these empty folder nams from the Address Book drop down
list and have my Contavts be the first to be displayed?

How exactly did you delete them?
The correct location to delete the invalid references is:
Tools > E-mail accounts > View or change existing directories or address
books > Outlook Address Book > Change.
