Dialing Calling Within Home Area Code

To dial a local call, I dial 7 digits.  To dial a toll
call within my area code I dial 1 + 10 digits.  This does
not seem to be an option within Outlook.  I have been down
the Dialing Properties/Area Code Rules path but don't seem
to be able to come up with the answer.

Outlook has no control over this. It uses the Windows Dialer.
You need to set your Dialing Rules correctly.
