I recently upgraded from Outlook Express 6 to Outlook 2000 (Windows 98).
When you do this it is an automated process which includes your contacts
file.  However, now when I update my contacts file in Outlook 2000 those
contacts don't show up in the address book when I create a new message and
click on TO.

Do you have Outlook 2000 configured in Internet Mail Only mode or in
Corporate/Workgroup mode?  If you're not sure, look at the second line of
Help | About Microsoft Outlook.
