Contacts in "to" field

I recently upgraded a user from outlook 97 to outlook
2003. I ran into two issues. 1 now when I click on
the "to" button on a new email message and click the pull
down menu and select "contacts" no contacts are there. In
97 all of the contacts would be listed. The second issue
is importing a personal address book from 97 to 2003. Any
suggestions?

What do you see in the OL2003 address book?

You can import a PAB with the File | IMport and Export command. Choose to
import a file.

When i chose "global address book" i get the full list of
addresses. When i select "contacts" from the drop down
menu i get" can't open contacts , the folder location has
been changed".
