Arrangeing FILE AS order of names

I am using MS OUtlook 2003.  Something in my settings has changed that
arrange the names in a different order than what has been.
Example:  in the first field of adding new contact (Full Name) - I type
"John Doe", then tab to next field the FILE AS field populates as "John,
Doe".  I want to have have the FILE AS field save as "Doe, John".  I have
spent hours trying to figure this out to no avail.

Other particulars:
- The Address Book - my addresses are all in "Contacts".  There are no
addresses in Outlook Address Book or Personal Address Book.
- I can access the PROPERTIES for Outlook and Personal address book, but
there is no option to do that for just CONTACTS, where my contact names are.  
The setting in the PROPERTIES area of Outlook/Personal Address Book are for
Last Name, First Name settings.

Can someone help me with this issue?

Try Tools | Options | Contact Options. That's where you set the default File
As option.
