How to use public folders...

I would like to know if there is a way for all users
within a small business use the public contacts folder to
launch from the folder list vs. the default personal
contacts.  

I was able to do this in an earlier version of Outlook by
deleting the contact (private) and replacing it with a
shortcut of the public, thus ever user would see all the
company contacts.  Is there a way of providing this
functionality?
