What is a custom action?

I was setting up some Rules to manage my email and noticed that one of the
options is to 'perform a custom action'.  What are they?  How do you create
them?

I can't find any help on it, nor is it evident what to do.

Custom actions are .dll components created with Extended MAPI to add
functionality to Rules Wizard. See
