ol03 contact forms problem fixed in sp1?

i am referring to the problem of a custom contact form not being found with
the workaround being deleting the files/folders in the Forms cache folder.
until the next time it happens.

has this been fixed in office 2003 sp1?

Yes, the forms cache problems are mostly fixed in SP1, although we have had
reports of scattered recurrences.
