Seems Outlook 2000 will not import a .pst from 2003. I will make a
comma-delimited file if I have to but wonder whether the commas in the text will
confuse with the commas as delimiters. Is there a way to export from 2003 and
convert to 2000?

Forget the comma-delimited file. In OL2003, create a new PST using the
OL97-2000 format, which will be an option when you create the PST. Then
export to that file.
