Can't configure Contacts folder to Synch with Outlook PCS

Using newly installed Outlook 2003 I attempt to synchronize my PDA with my
Contacts folder.  Outlok PCS says there are no folders configured for
synchronization and directs me to configure folders for PCS within the
properties of the folder.  I cannot find a way to do this in the properties
dialog box for my Contacts folder.

This is not an Outlook issue. Look to the people who support your PDA.
