Ok, will do my best to explain.

Say we have a contact, let's call him Ken Poppe. In his
contact information he has an e-mail address and a fax
number listed under his contact profile. If I want to
send an e-mail to Ken, I create a new message, put "poppe,
ken" or "ken poppe" (it doesn't matter which one) in the
to field, hit tab, and then I get the red squiggly line
indicating it wasn't recognized. Ok, so I click on "check
names" and it makes me choose between the fax number and
the email address. Why doesn't it default to the email
address....?

The standard behavior for the Outlook Address book is to display all
electronic addresses (both fax and e-mail). That behavior cannot be changed.
The only way to prevent the display of fax numbers is to store them in a
different field or to disguise them (e.g., precede them with an alpha
character) so that Outlook won't recognize them as phone numbers.
There are also a number of utilities available that can do this for you
automatically. Some are listed here:

that's a good answer, and that makes sense. I have a
question, this feature about validating e-mails and fax
numbers, did outlook behave the same way in OFFICE 2000?
I just upgraded a machine from windows 2000 with office
2000 to Windows XP and Office XP, and I don't think I had
this problem before but I can't seem to remember...? At
the same time, would this be the same with Office 2003?

The Outlook Address Book has always done this and still does. Only Outlook
98/2000 in IMO mode did not because they did not use the Outlook Address
Book.
